THE BYLAWS OF THE KHMER KAMPUCHEA KROM COMMUNITY

   
 

ARTICLE 15. All members of the community shall have their membership terminated
or revoked with the occurrence of:

1. Death
2. Submission of written resignation to the Executive Director.
3. Violation of these Bylaws or Internal Rules of Procedures, as determined by the Executive Committee.

Chapter IV
Budget

ARTICLE 16.
Source of community revenues derives from:
-Contribution from members
-Membership dues
-Donors and philanthropists, national and international foundations
-Fundraising activities through legal means.

ARTICLE 17. Administration
- Revenues of Khmer Kampuchea Krom Community shall be deposited in the bank. Power to administer this revenue shall be vested in the Executive Committee.- All banking transactions shall be agreed upon by the Executive Director, Treasurer, Assistant Treasurer or two-third (2/3) votes of the Executive Committee members in meeting session.- All expenditures shall be done with the approval of the Executive Committee- The treasury official shall be responsible for all financial matters and submit financial reports to ensure accurate accounting record.

Chapter V
Organizational HierarchyArticle 18. The structure of the community shall be composed of:
- The Congress or convention
- The Council
- Executive Committee
- Ethic & Internal Resolution Committee

Chapter VI
The Congress

ARTICLE 19. The power of supreme command of the Khmer Kampuchea Krom Community shall be vested in the Congress or convention. Khmer Kampuchea Krom, from all walks of life and reside throughout the
globe, shall be encouraged to attend the convention via invitation.

The congress shall define direction and plan for the Community, approve or adopt decisions submit by the Executive Committee of the Khmer Kampuchea Krom Community. The congress shall elect the council. The council shall convene to elect its President, Vice President and Secretary; and in turn, shall elect the Executive Committee. All elections and decisions require the will of the majority of present community members.

ARTICLE 20.
The congress shall be defined as two types:
- Regular Convention
- Extraordinary Convention Regular convention shall convene every 3 years. The schedule of this convention shall be charged to the Executive Committee.The extraordinary convention shall convene at the request of 2/3 (two-third) majority of the Council or 2/3 (two-third) majority of the Executive Committee.

ARTICLE 21.
Invitation to the regular convention must be circulated or notified 3
weeks in advance.Invitation to the extraordinary convention must be circulated or notified 2 weeks in advance.All invitations must be accompanied by meeting agendas.
