Cambodia: UN Special Rapporteur to focus visit on economic and other land concessions

Geneva/Phnom Penh, May 12012 - The United Nations Special Rapporteur on the situation of human rights in Cambodia, Mr. Surya P. Subedi, will carry out an official visit to the country from 4 to 11 May 2012.

"During this mission I plan to examine the situation of economic and other land concessions and their impact on the human rights of local communities. I will also look into the role and responsibility of business enterprises in benefiting from land concessions", Mr. Subedi said.

The Special Rapporteur will present a report on economic and other land concessions to the September 2012 session of the United Nations Human Rights Council. One of the main objectives of the report is to promote transparency in the granting and management of concessions.

Mr. Subedi has requested meetings with key Government leaders and officials from the Ministry of the Environment; the Ministry of Agriculture, Forestry and Fisheries; the Ministry of Land Management, Urban Planning and Construction; the Cadastral Commission; the Ministry of Economy and Finance; and the National Authority for Land Dispute Resolution.

The Special Rapporteur is also expected to meet with representatives from the private sector and civil society organizations.

During his mission, Mr. Subedi will visit concession areas in the provinces of Ratanakiri, Kratie and Stung Treng, and meet with the respective provincial authorities.

At the end of his eight-day visit, Mr. Subedi will release a press statement highlighting the issues raised during his meetings and summarizing his initial conclusions.

Professor Surya P. Subedi was appointed by the UN Human Rights Council as the UN Special Rapporteur for Human Rights in Cambodia in March 2009. As Special Rapporteur, he is independent from any government or organisation and serves in his individual capacity. He is currently Professor of International Law at the University of Leeds in the United Kingdom.
