សហគមន៍ខ្មែរកម្ពុជាក្រោម សមាគមខ្មែរកម្ពុជាក្រោម និងសម្ព័ន្ឋយុវជនខ្មែរ ដើម្បីប្រជាធិបតេយ្យ (សយខប) នឹងប្រារព្ឋពិធីរំព្ញកខួបគម្រប់ ៦៧ឆ្នាំនៃទិវាកាន់ទុក្ខជាតិជាប្រវត្តិសាស្ត្រនៃការកាត់ទឹកដីកម្ពុជាក្រោមទាំង ២១ខេត្ត-ក្រុង (ដែនដីកូសាំងស៊ីន) ពីសំណាក់អាណានិគមនិយមបារំាងឲ្យទៅប្រទេសវៀតណាម (យួន) ដាក់អាណានិគមបន្ត
នៅថ្ងៃទី៤ ខែមិថុនា ឆ្នាំ១៩៤៩។

ពិធីនោះក៏នឹងមានការរាប់បាត្រនិងប្រគេនយាគូដល់ព្រះសង្ឃ ១៩៤៩អង្គ ដើម្បីឧទ្ទិសដល់ដួងវិញ្ញាណក្ខ័ន្ឋបុព្វបុរស និងអ្នកស្នេហាជាតិខ្មែរ ដែលបានពលីក្នុងបុព្វហេតុជាតិមាតុភូមិខ្មែរក៏ដូចជាចំពោះទឹកដីកម្ពុជាក្រោម។

អាស្រ័យដូចបានទូល ជម្រាបជូនខាងលើ យើងខ្ញុំព្រះករុណា សូមនិមន្ត យាង និងគោរពអញ្ជើញដល់បងប្អូនជនរួមជាតិខ្មែរទាំងអស់ ទាំងនៅក្នុងប្រទេស និងក្រៅប្រទេសមេត្តាចូលរួមកុំបីអាក់ខានឡើយ។

ohchr2559Human rights are rights that belong to all human beings, whatever our nationality, place of residence, sex, national or ethnic origin, colour, religion, language, or any other status. We are all equally entitled to human rights, without discrimination.

Universal human rights are often expressed and guaranteed by law, in the form of international treaties and other sources of international law. International human rights law lays down obligations of Governments to act in certain ways or to refrain from certain acts, in order to promote and protect human rights and fundamental freedoms of individuals or groups.

Human rights cover civil and political rights (such as the right to life, equality before the law and freedom of expression), economic, social and cultural rights (such as the rights to work, social security and education), and collective rights (such as the rights to development and self-determination). These different categories of rights are all indivisible, interrelated and interdependent.

Human rights laws
The key text for human rights is the Universal Declaration on Human Rights, created in 1948. <read it here>The core human rights treaties are:

The International Covenant on Civil and Political Rights (ICCPR), which Cambodia ratified in 1992
The International Covenant on Economic, Social and Cultural Rights (ICESCR) which Cambodia ratified in 1992
The Convention Against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment (CAT) which Cambodia ratified in 1992
The International Convention on the Elimination of All Forms of Racial Discrimination (ICERD) which Cambodia ratified in 1993
The Convention on the Elimination of All forms of Discrimination Against Women (CEDAW) which Cambodia ratified in 1992
The Convention on the Rights of the Child (CRC) which Cambodia ratified in 1992
The Convention on the Rights of Persons with Disabilities (CMW) which Cambodia has signed but not ratified
The Convention on the Rights of Migrant Workers (CMW) which Cambodia has not ratified
The Convention on Enforced Disappearances (ICED) which Cambodia has not ratified

All States have ratified at least one, and 80% of States have ratified four or more, of the core human rights treaties, reflecting consent of States which creates legal obligations for them and giving concrete expression to universality. Some fundamental human rights norms enjoy universal protection by customary international law across all boundaries and civilizations.

Human rights should not be taken away, except in specific situations and according to due process. For example, the right to liberty may be restricted if a person is found guilty of a crime by a court of law.

Rights and Responsibilities
Human rights entail both rights and responsibilities. States assume responsibilities and duties under international law to respect, to protect and to fulfill human rights. States must refrain from interfering with or curtailing the enjoyment of human rights, must protect individuals and groups against human rights abuses, and must take positive action to facilitate the enjoyment of basic human rights. Each human being also has both rights and responsibilities. While we are entitled our human rights, we should also respect the human rights of others.

Obama’s visit from May 23-25, will be the first in his two-term administration. The trip follows parliamentary elections on May 22 that will be controlled by the Vietnam Communist Party, which chooses who can and cannot stand for election, and how many non-Party members can have seats in the National Assembly.

The Khmer Kampuchea Krom Community (KKC), Khmer Krom civil society coalition and Khmer Youth Alliance for Democracy (KYAD) have an honor to inform you, the venerable Buddhist monks and compatriots that June 4, 2016 is the 67th anniversary of colonial France ceded Kampuchea Krom territories to colonial Vietnam to continue colonizing her until today, the most painful day in the history of the Cambodian nation.
 
Ever since, the Vietnamese colonial authorities had, have and continue to use every mean and tactic to annihilate the Khmer race and Buddhism inhumanely.
 
From these inhumane acts, begin a struggle of sacrificing Khmer lives in flesh and blood that has been in continuum until today in order to defend and preserve Khmer national identity, Buddhism, language, culture and arts.
 
In order to pay our gratitude toward the spirit of heroic Khmer Buddhist monks, emperors, kings, heroes, heroines, brave veterans of patriotic men and women, who sacrificed their lives for our national and sacred cause, religion, motherland, especially Kampuchea Krom motherland, a coalition of the Khmer Kampuchea Krom civil society in partner with KYAD have organized an Offering Ceremony to 1,949 Buddhist monks and the 67th Annual Kampuchea Krom Loss Commemoration, every year.
 
This year is no different from past years, Khmer Krom civil society coalition and KYAD appeal to you, the venerable Buddhist monks and compatriots for your supports and that supports can be in the forms of rice alms offering to the monks, spring water, and monetary donations accordingly so that we are able to successfully organize this event.
 
This appeal statement is our cordial and extended invitations to you, the venerable Buddhist monks and compatriots to attend and participate in this historic solemn ceremony as many as possible to make it a success and to attain your own dhamma-merits.
 
We have high hope of your patriotism, compassion and loving-kindness of Buddhism by sacrificing and giving your valuable times, materials, and monetary donations as well as your attendance.
 
A Royal Highest Representative of His Majesty Norodom Sihamoni, King of Cambodia, to preside over this ceremony to be held at the Bodhiyarama Buddhist Temple (also known as Wat Jaas), situated on the Chrauy Changva peninsula between Tonle Sap and Mekong Rivers, across from the Royal Palace, in Chrauy Changvar commune, Chrauy Changvar district, Phnom Penh, on June 4, 2016 from 7:30AM to 11:00AM and an Offering Ceremony to 1,949 Buddhist monks.

May 2, 2016 – We, the undersigned human rights and other civil society organisations, condemn in the strongest terms the politically-motivated charging of six human rights defenders from a Cambodian human rights group, the country’s National Election Committee (NEC) and the United Nation’s Office of the High Commissioner for Human Rights (UNOHCHR). The targeting of these individuals, five of whom were sent to pre-trial detention today, is the latest escalation in a far-reaching government assault on civil society ahead of upcoming local and national elections, and is a clear reprisal for support provided by rights workers in a politically-sensitive case.
