មន្ត្រីជាន់ខ្ពស់អតីតបក្សសង្គ្រោះជាតិមួយចំនួន បានប្រកាសបង្កើត“ចលនាសង្គ្រោះជាតិ”នៅក្រៅប្រទេស ដើម្បីធ្វើសកម្មភាពទាមទារឲ្យមានការដោះលែងលោកកឹម សុខា។ នេះបើតាមសេចក្តីថ្លែងការណ៍មួយចុះថ្ងៃទី១២ មករា ហើយបង្ហោះលើទំព័រហ្វេសប៊ុករបស់លោកសម រង្ស៊ីនៅថ្ងៃសៅរ៍នេះ។ ចលនាថ្មីនេះ ត្រូវបានលោកសុខ ឥសាន អ្នកនាំពាក្យកាន់អំណាច ចាត់ទុកថា ជាអង្គការចាត់តាំងឧទ្ទាមនិយមក្រៅច្បាប់។

“ចលនាសង្គ្រោះជាតិ” នេះ ត្រូវបានប្រកាសបង្កើតឡើងដោយមន្ត្រីអតីតគណបក្សសង្គ្រោះជាតិចំនួន៩រូប រួមមានលោកសម រង្ស៊ី លោកស្រីជូឡុង សូមូរ៉ា លោកអេង ឆៃអ៊ាង លោកស្រីមូរ សុខហួរ លោកតុ វ៉ាន់ចាន់ លោកទួន យក់ដា លោកជា គឹមលី លោកអ៊ុង រិទ្ធី និងលោកគា រី។ ក្នុងនោះ លោកស្រីជូឡុង សូមូរ៉ា លោកអេង ឆៃអ៊ាង លោកស្រីមូរ សុខហួរ លោកតុ វ៉ាន់ចាន់ និងលោកទួន យក់ដា សុទ្ធតែត្រូវបានតុលាការកំពូលកម្ពុជាកាត់សិទ្ធិធ្វើនយោបាយរយៈពេល៥ឆ្នាំ។ រីឯលោកសម រង្ស៊ី ដែលធ្លាប់ធ្វើជាប្រធានអតីតគណបក្សសង្គ្រោះជាតិវិញ គឺកំពុងតែហ៊ុមព័ទ្ធដោយសាលក្រមកាត់ទោសដាក់ពន្ធនាគារជាច្រើនរាប់សឹងមិនអស់ពីសំណាក់តុលាការខ្មែរ។
តាមសេចក្តីថ្លែងការណ៍ អតីតមន្ត្រីបក្សប្រឆាំងអះអាងថា ខ្លួនបង្កើតចលនានេះ គឺដោយសារតែស្ថានភាពនយោបាយក្នុងប្រទេសកម្ពុជាបច្ចុប្បន្ន មិនអាចទទួលយកបាន ហើយចលនានេះនឹងធានាឲ្យមានការឯកភាពនៃគ្រប់អ្នកប្រជាធិបតេយ្យទាំងអស់ ដើម្បីទាមទារឲ្យមានការដោះលែងលោកកឹម សុខា និង អ្នកទោសផ្សេងទៀតព្រមទាំងទាមទារឲ្យមានការបោះឆ្នោតដោយសេរី ត្រឹមត្រូវ និងយុត្តិធម៌និងមានការចូលរួមពីអតីតគណបក្សសង្គ្រោះជាតិ។

លោកសុខ ឥសាន អ្នកនាំពាក្យគណបក្សប្រជាជនកម្ពុជាដែលកំពុងតែដឹកនាំរដ្ឋាភិបាលបច្ចុប្បន្នបានហៅចលនាថ្មីរបស់មន្ត្រីអតីតបក្សប្រឆាំងនេះថា ជាអង្គការចាត់តាំងឧទ្ទាមនិយមក្រៅច្បាប់។ អ្នកនាំពាក្យរូបនេះ បញ្ជាក់ដោយសំដៅទៅលើក្រុមអ្នកបង្កើតចលនានេះថា ជនក្រៅច្បាប់និងក្រុមជនក្រៅច្បាប់បង្កើតអង្គការចាត់តាំងមក ក៏ជាអង្គការចាត់តាំងក្រៅច្បាប់ដែរ ។ ដូច្នេះសម្រាប់លោកសុខ ឥសាន គឺចលនានេះ នឹងគ្មានការគាំទ្រពីសំណាក់ប្រជាជននិងមជ្ឈដ្ឋានខាងក្រៅនោះឡើយ។

យ៉ាងណាក៏ដោយ អតីតមន្ដ្រីគណបក្សសង្គ្រោះជាតិ បានអំពាវនាវដល់ប្រជាពលរដ្ឋខ្មែរគ្រប់មជ្ឈដ្ឋានទាំងអស់ដោយមិនប្រកាន់និន្នាការនយោបាយមកចូលរួមជាមួយចលនាសង្គ្រោះជាតិ ដើម្បីការពារឆន្ទៈរបស់ប្រជាពលរដ្ឋខ្មែរតាមរយៈការបោះឆ្នោតដោយសេរី ត្រឹមត្រូវ និង យុត្តិធម៌។ ប៉ុន្តែចំពោះលោកសុខ ឥសាន ដោយសំដៅទៅលើលោកសម រង្ស៊ី លោកថា ការបង្កើតចលនានេះ គឺគ្រាន់តែជាការបំភាន់មតិមហាជនឲ្យយល់ថាខ្លួននៅខ្លាំងហើយមានថាមពលដើម្បីវិលត្រឡប់មកក្នុងប្រទេសកម្ពុជាវិញតែប៉ុណ្ណោះ។ បើតាមលោកសុខ ឥសាន ទង្វើនេះ គឺកាន់តែបន្ថែមទម្ងន់ទោសដាក់ខ្លួនថែមទៀត។ ជាមួយគ្នានេះ លោកក៏បានព្រមានថា រាជរដ្ឋាភិបាលកម្ពុជា មានលទ្ធភាពគ្រប់គ្រាន់និងពេញសិទ្ធិក្នុងការចាត់វិធានការចំពោះចលនាសង្គ្រោះជាតិនេះដែលលោកហៅថាក្រុមឧទ្ទាមក្រៅច្បាប់នោះ៕

Objectives of the Cambodia National Rescue Movement (CNRM)

At a moment when CNRP activists and supporters are in disarray after the arrest and jailing of President Kem Sokha, the government-proclaimed dissolution of the CNRP and the arbitrary and undemocratic removal of all our elected officials at the national as well as at the local level, we must find a solution to break the stalemate, to reinvigorate the spirit of all Cambodian patriots and democrats, and to bring a new momentum to our struggle in these difficult circumstances.

The Cambodia National Rescue Movement (CNRM) will help the CNRP in the following ways:

1. The CNRM will provide CNRP activists and supporters with a new, legitimate and flexible structure that nobody can harm or dissolve, not even on paper. It can launch appeals to the people to organize peaceful protests, to workers to go on strike and to the armed forces to side with the people instead of siding with authoritarian rulers.

2. The CNRM will bring back hope to the hearts of all CNRP activists and supporters who will see clearly that, in spite of the government-proclaimed dissolution of the CNRP, those who uphold its ideals can continue their activities within a new, safer and more efficient structure.

3. The CNRM will gather more supporters for the democratic cause because a Movement can include members from more circles, such as civil society organizations, who cannot be members of political parties.

4. The CNRM will form its leadership — with a core group coming from the CNRP — who can communicate freely, smoothly, without obstacles and can make decisions freely, in a transparent manner, and on time (which is not possible within the present structures of the CNRP in the present situation).

5. The CNRM will strive for the release of CNRP President Kem Sokha and all prisoners of conscience, for the full respect of citizens’ rights and for the holding of free and fair elections with the participation of the CNRP. Once these objectives are achieved, the CNRM will dissolve itself and all its leaders and activists originally from the CNRP will return to their original party to contribute to the CNRP’s victory in the upcoming election, thus enabling the CNRP to fulfil its mission, which is to rescue our motherland.
