Indigenous Peoples of South Vietnam and Montagnards of South Indochina
 
On behalf of Admiral Thierry D’Argenlieu, High Commissioner of French Indochina, and President of the Dalat Conference, I am very honored to greet you and welcome you.
 
Your presence here has high significance; it is the glowing manifestation of the traditional friendship that binds our countries unswervingly; it marks our very definite will to continue and to complete the implementation on-site in recent months. It is a joy for me to meet with you to very dear friends and they testify again my appreciation and gratitude for the entire assistance, they have made and for me the high qualities of heart and mind they have ceased to exercise in the fulfillment of our common task.
 
This common task, gentlemen, you know, as followed,
 
— To restore order, security, confidence, freedom of work, respect for the law, to make possible the resumption of activities of all kinds;
 
— Has agreements constituting the provisional charter of relations between our countries and embody the new policy followed by France in Indochina.
 
Moving from words to facts, France has kept the promises inscribes in the declaration on March 24, 1945. Profound reforms on the basis of broad autonomy, a real internal sovereignty, and right have already been performed in each of your countries.
 
Other reforms will prove to be necessary, France is sincerely and energetically DECIDED to fulfill them.
 
More translating works on a later date.

Appeal for funds to help cover the costs of translating historical Khmer documents from French into Khmer
 
In the work of translating documents on the transfer of the Khmer Kampuchea Krom territories to colonial Vietnam to continue colonizing her until now by colonial France that we researched and founded for more than 3,000 pages at Aix-En-Provence in France, now we have made an agreement with the translator that will span 20 months to complete, commencing on January 4, 2016.
 
Expenditures are as followed:
– Per month for one translator: $600
– Per month for two employees: $200 x 2 = $400
– Per month for miscellaneous expenses: $200
Total expenses per month: $1,200 (One thousand two hundred)
 
These historical documents, after 200 pages had been translated, we will publish and share with free of charge with you and our compatriots. For expenditures on translating these documents, KKC and KYAD (The Khmer Kampuchea Krom Community and Khmer Youth Alliance for Democracy) have hope on you and compatriots for your participation in making your financial contributions in accordance to your charity and conscience.
 
Please ask that you and our compatriots take part in sharing the cost of translating these important historical documents and allow this work to succeed.
 
Your donations will help protect and preserve the Khmer history and will allow future generations to learn, study and conduct research on Khmer history.
