This Special U.S.-ASEAN Leaders Summit was the first ever to be held in the United States and the very first Summit following the establishment of the ASEAN Community.

OK, OK, I get the symbolism, but it is a measure of how devalued the language of diplomacy can be that U.S. President Barack Obama would hold an unprecedented summit at Sunnylands in California with ten heads of state whose countries comprise the Association of Southeast Asian Nations (ASEAN) to talk of a “strategic partnership.”

The February 15-16 meeting is intended to underscore the U.S. “rebalance” toward Asia, but it is more political theater than strategy. Yes, the nations of ASEAN total 625 million people. They also make up an economy of $2.4 billion and individually are important economic partners of the United States with a combined bilateral trade of $260 billion and a similar level of U.S. FDI in all ASEAN countries in 2015.

Washington, D.C. – United States President Barack Obama should make human rights a central and public focus of the upcoming summit of Southeast Asian leaders in the United States, Human Rights Watch said today in a new report on human rights in the Southeast Asia region. Obama is scheduled to host the leaders of the 10-country Association of Southeast Asian Nations (ASEAN) February 15-16, 2016, at the Sunnylands estate in California in the first-ever US-ASEAN summit held in the US.

Phnom Penh, 28 January 2016 – The National Election Committee met with their provincial officials (PEC), representatives of NGOs, and international experts to discuss draft regulations and procedures on voter registration. Nearly 200 participants attended the consultation. The recent pilot test of the new biometric voter registration system, constructed with technical and financial support from the EU and Japan, was reviewed with first-hand feedback from PEC officials. Many observations and recommendations were made in relation to the new voter registration system. The NEC accepted a number of them; some will be discussed internally at NEC; and those involving other institutions will be followed up on with those institutions. The results of this productive first consultation with civil society will be reflected in the draft regulations and procedures on voter registration, which are currently under development at the NEC. OHCHR Country Representative, Ms. Wan-Hea Lee, gave a welcoming statement to the Committee and the participants at the meeting. Her statement can be read in English | Khmer.

Despite renewed economic growth and progress on a number of social indicators in 2015, Vietnam’s record on civil and political rights remained dismal. The ruling Communist Party has a monopoly on political power and allows no challenge to its leadership. Basic rights, including freedoms of speech, opinion, press, association, and religion, are restricted. Rights activists and dissident bloggers face constant harassment and intimidation, including physical assault and imprisonment. Farmers continue to lose land to development projects without adequate compensation, and workers are not allowed to form independent unions.

Analysts suggested that the government was trying to keep the number of political arrests and trials to a minimum in 2015 because it faced scrutiny from the United States Congress as negotiations over the Trans-Pacific Partnership (TPP) neared completion. Even so, there were many notable instances of government persecution of critics.
