A tropical storm made landfall in central Vietnam on Friday, killing one person, while seven people died in a lightning strike in neighboring Cambodia.
The lightning struck a wooden stilt house under which people were eating in Cambodia’s northwestern Battambang province on Thursday evening. The dead included a family of four and three other relatives, said Keo Vy, the spokesperson for the National Committee for Disaster Management.

Cambodia’s government will route all web traffic through a “national internet gateway” under plans that human rights advocates fear will see critical content blocked by a China-style firewall.
The plans are laid out in a yet-to-be-signed sub-decree drafted in July and obtained by the Nikkei Asian Review.
The document states the national internet gateway will manage internet connections in the country to enhance “national revenue collection,” protect “national security” and assure “social order.”
The gateway will be managed by a government-appointed operator or operators, who will collaborate with the Ministry of Post and Telecommunications, the Telecommunication Regulator of Cambodia and “relevant authorities.”

Southeast Asia could potentially face more severe consequences of climate change than other parts of the world, according to the business and economic research arm of consulting firm McKinsey.
The research outlines the scope of potential impact climate change may have on Southeast Asian nations and South Asia countries, including Bangladesh, India and Pakistan.
Between $2.8 trillion and $4.7 trillion of GDP in Asia on average will be at risk annually from a loss of effective outdoor working hours because of hotter temperature and more humid environment by 2050, the report said.

The European Union on Wednesday began to reimpose customs duties on certain exports from Cambodia in response to what it said are concerns about the Southeast Asian country’s human rights record.
The European Commission, which supervises trade deals and relations on behalf of the 27 member nations of the world’s biggest trading bloc, said the duties would be put on clothes, footwear and travel goods.
Cambodian government spokesman Phay Siphan said the country would not compromise on matters of national principle to avoid the EU measures.
“We cannot kneel down and beg (the EU) … abandoning our sovereignty and independence,” Phay Siphan told reporters.
