Three Cambodian news sites stripped of their licence to publish

Reporters Without Borders (RSF) calls on Cambodia’s information ministry to immediately restore the licences it withdrew from three online media outlets for alleged ethical violations after they covered corruption cases. The ministry failed to follow procedure when it revoked the licences and its accusations are spurious, RSF says.

With no prior warning and no possibility of appeal, the three news outlets – Bayong Times, Khmer Cover TV (KCTV) and Cambodia Today – learned that their licences had been rescinded in a letter issued by the information ministry on 15 March accusing them of violating journalistic ethics and their contracts with the ministry.

By way of ethical violations, what the three news sites have in common is having recently published investigative stories about the rampant corruption within Cambodia’s political and economic elites.

Cambodia Today editor Touch Yuthea told RSF he suspected that the withdrawal of his licence was a “personal decision by senior ministry officials in charge of licences” in response to a story about a corrupt contract bidding process at the labour ministry.

Ukraine-Russia talks underway in Turkey with surprise attendee

Roman Abramovich , the sanctioned Russian oligarch reported to have suffered symptoms from a suspected poisoning attack, is said to be observing ongoing peace talks between Ukrainian and Russian negotiators in Istanbul, Turkey.

Ukrainian Presidential Adviser Mykhailo Podolyak said “intensive consultations are underway right now on some important issues, the most important of which is agreement on international security guarantees for Ukraine, because with this agreement we will be able to end the war as Ukraine needs,” according to Reuters.

“The second issue is a ceasefire to solve all the humanitarian problems that have accumulated,” Podolyak added.

Ukrainian media reported that both sides did not shake hands before sitting down at the negotiating table.

Humanitarian Aid
The UN General Assembly overwhelmingly demanded civilian protection and humanitarian access in Ukraine on Thursday, while also criticizing Russia for creating a “dire” humanitarian situation resulting from its invasion exactly one month ago.

During its 11th Emergency Special Session, 193 Member States adopted a resolution – drafted by Ukraine and 90 co-sponsors entitled Humanitarian consequences of the aggression against Ukraine – with 140 votes in favour, five against – Russia, Syria, The Democratic People’s Republic of Korea (more commonly known as North Korea), Eritrea and Belarus – and 38 others abstaining.

Some say they’re leaving due to new Western sanctions, but others worry about their country’s crackdown on free speech and growing isolation. Ukrainian presidential adviser Mykhailo Podolyak says a fourth round of negotiations is currently ongoing with Russia “on peace, ceasefire, immediate withdrawal of troops [and] security guarantees.”

“Although Russia realizes the nonsense of its aggressive actions, it still has a delusion that 19 days of violence against [Ukraine’s] peaceful cities is the right strategy,” he said in a tweet.

“The parties actively express their specified positions. Communication is being held yet it’s hard,” he continued, posting an image of the talks. “The reason for the discord is too different political systems.”

Anti-war demonstrations are once again taking place around the world, including in Russia – where vocal Kremlin critic, Alexei Navalny has called for people there to take a stand against President Putin and the invasion of Ukraine.

Police rounded up some of the protesters in Manezhnaya Square in central Moscow, as you can see below.

  • Ukraine says up to 30 Russian missiles were fired at a military training base, near the border of Nato member Poland
  • Officials say at least 35 people were killed and 134 injured in the attack on the Yavoriv base
  • The facility is used for training with Nato instructors
  • The airport near the western city of Ivano-Frankivsk has also been hit
  • Ukrainian President Volodymyr Zelensky says that 1,300 Ukrainian troops have died in the conflict so far
  • People in Mariupol are said to be enduring freezing temperatures with n power, and little food and water, as Russian troops make gains in taking the city
  • Ukraine also claims Russian troops fired on a convoy of women and children evacuating a village near Kyiv, killing seven – Moscow has yet to comment

Russian authorities and multinational companies have erected a digital barricade between the country and the West, erasing the last remnants of independent information online.

Even as President Vladimir V. Putin tightened his grip on Russian society over the past 22 years, small pockets of independent information and political expression remained online.

Any remnants of that are now gone.

As Mr. Putin has waged war on Ukraine, a digital barricade went up between Russia and the world. Both Russian authorities and multinational internet companies built the wall with breathtaking speed. And the moves have ruptured an open internet that was once seen as helping to integrate Russia into the global community.

Young lives at risk
“Children without parental care are at a heightened risk of violence, abuse and exploitation. When these children are moved across borders, the risks are multiplied. The risk of trafficking also soars in emergencies,” they said.

More than 1.7 million people have fled Ukraine since the start of the Russian offensive nearly two weeks ago, according to data from the UN refugee agency, UNHCR, which Mr. Grandi heads.

Human Rights Council to establish Commission of Inquiry on Ukraine

In a resolution adopted on Friday, the UN Human Rights Council in Geneva agreed to establish a commission to investigate violations committed during Russia’s military attack on Ukraine.

Thirty-two countries voted in favour of the resolution, which was presented by Ukraine. Russia and Eritrea voted against it, while 13 nations abstained.

Minute of silence
Council Members observed a minute of silence to honour the victims of the bloodshed.

The resolution calls for the “swift and verifiable” withdrawal of Russian troops and Russian-backed armed groups from Ukraine and urges safe and unhindered humanitarian access to people in need.

The independent international Commission of Inquiry will have a mandate that includes investigating all alleged rights violations and abuses, and related crimes, and making recommendations on accountability measures.

The vote capped two days of discussions on Ukraine in the Council, which is holding its annual month-long session.

The UN General Assembly overwhelmingly adopted a resolution on Wednesday demanding that Russia immediately end its military operations in Ukraine.

Known informally as the world’s “town hall”, the Assembly is where all 193 UN Member States have a voice. A total of 141 countries voted in favour of the resolution, which reaffirms Ukrainian sovereignty, independence and territorial integrity.
